

This is merely an "on the side viewing" perspective as I'll admit, I run it at 3 in practically every deck I play as I only play in a small, much more casual circle and can anticipate fully which hard counters my opponents/friends would be running against me. Sure in games 2 and 3, you will have a better idea what the opponent will be playing to counter your deck and could side into the crossouts to counter their counters, but it still seems so much more reliable to just side into poweful floodgates and/or handtraps specifically designed to counter their decks as opposed to maintain potential consistency in your own. In the TCG, however, there really isn't one particular handtrap that counters or is played by every single deck whether at high level or even casual play thus making the chance crossout will be a dead card that much worse. In the OCG and MD with Maxx C legal at 3 every single deck you play and play against can be expecting to have 3 of the cursed little insect in it thus practically guaranteeing that your crossout will have a use. I think a lot of it has to do with the consistency of specific hand traps that counter your deck vs the decks you can expect to be playing against.
